Senator Daniel Patrick Moynihan and Professor Richard B. Stone To Be Honored by OU's Institute for Public Affairs

United States Senator Daniel Patrick Moynihan (D-NY) and Columbia
University School of Law Professor Richard B. Stone will be honored at
the Orthodox Union's Institute for Public Affairs (IPA) dinner to be
held at the Grand Hyatt Hotel in New York City on Columbus Day,
Monday, October 11, 1999.  New Jersey Senator and presidential hopeful
Bill Bradley will be the keynote speaker.  President and Mrs. Bill
Clinton are Honorary Patrons of the dinner. The illustrious list of
Honorary Chairmen for the event includes Hon. and Mrs. Jimmy Carter,
Hon. and Mrs. Gerald Ford, Mrs. Nancy Regan and New York State
Governor George Pataki.

The dinner, which is expected to draw more than 600 people, is
sponsored by the Institute for Public Affairs, the research and
advocacy arm of the OU.   Proceeds of the event will benefit the IPA's
Washington Internship Program, which grooms the top echelons of
college students to become future leaders of the American Jewish
community.  Senator Moynihan will be presented with the Orthodox Union's National Distinguished Statesman Award.  His friendship with the OU dates back  to 1963 when he worked with the Union's leadership while advising President John F. Kennedy on the question of government aid to
 non-public schools.  Daniel Patrick Moynihan, New York's senior
 senator, is the only person in American history to have served in the
 cabinet or sub-cabinet of four consecutive presidents. 

OU Vice President and Chairman of the IPA, Richard Stone is the Wilbur
H. Friedman Professor of Tax Law at the Columbia University School of
Law, where he has been a member of the faculty since 1974.  The OU
will honor Professor Stone with its National Distinguished Leadership
Award.  A graduate of Harvard College and Harvard Law School,
Professor Stone served for four years as Assistant Solicitor General
of the United States and, by the age of 30, had argued a dozen cases
in the United States Supreme Court. His involvement in Jewish public
life began in the early 1970s when he co-founded the Jewish Center for
Policy Studies, an organization that lobbied on behalf of Soviet
Jewry. Professor Stone has been actively involved in the work of the
OU's  Institute for Public Affairs for more than 10 years and has
served as a vice president of the OU and chairman of the IPA since
1994.

"We are privileged to be honoring two outstanding individuals who have
dedicated their lives to public service," said Orthodox Union
President Mandell I. Ganchrow, M.D.  "In our collective communal
memories, the name Daniel Patrick Moynihan will always be synonymous
with his successful sixteen-year effort to repeal the odious General
Assembly resolution equating Zionism with racism and his ongoing
two-decade struggle to have the United States acknowledge Jerusalem as
the capital of Israel.  Senator Moynihan has always been, as Prime
Minister Menachem Begin so aptly declared him, `a friend for all
seasons, for all reasons.' "

"Richard Stone has had an illustrious career and has served as a
leader in the public policy arena.  We are indeed fortunate that he
has chosen to use his brilliant legal mind and his passion for
political activism to strengthen the Jewish community,"  added Dr.
Ganchrow, founder of the IPA's Washington Internship Program.
"In his professional life, Richard Stone serves as a mentor for
budding young lawyers.  And, through his outstanding leadership of the
IPA, he also serves as an inspiration for the next generation of
leaders who will assume the mantle of responsibility for Jewish
communal service," said Dr. David Luchins, a co-chairman of the
dinner, professor of political science at Touro College and senior
advisor to Senator Moynihan.
