Isaiah 54:1

רָנִּי עֲקָרָה לֹא יָלָדָה פִּצְחִי רִנָּה וְצַהֲלִי לֹא חָלָה כִּי רַבִּים בְּנֵי שׁוֹמֵמָה מִבְּנֵי בְעוּלָה אָמַר ה’

Sing, barren one, you who did not bear, break forth into singing and jubilation, you who have not been through labor, for more are the children of the desolate than the children of the married woman, says Hashem.

The Radak (and others) explain that the woman in this verse is a metaphor for Jerusalem. Jerusalem had been desolate for many years but its destiny is once again to be a populous, bustling city.
