Interestingly, 19 of the 45 Torah V'NATATAs are spelled VAV-NUN-TAV- TAV and 26 are spelled VAV-NUN-TAV-TAV-HEI. There is no difference in meaning between the two, nor does there seem to be any "rule" for which one is used. The 11 in Bamidbar and D'varim are all with the HEI; the two in Vayikra and the one in B'reishit are without. Sh'mot score is 16-15 without/with.
R' Nissan Sharoni points out (in EIM LAMIKRA HASHALEIM) that in Sh'mot 40:5-7 we find the word 4 times, with descending amount of NIGUN. Take a look at the TROP on the four words.
