Our fixed calendar depends upon the molad of Tishrei. It will determine on which day Rosh HaShana begins. The molad of Tishrei 5767 will be next Friday night, 19h 37m 6p. In Rambam's notation, the molad is SHABBAT 1h 672p. The rule for RH is that it is fixed on the day of the molad of Tishrei. There are four different "unless" rules, but none of them apply this year.
