As far as Kiddush L'vana goes this month... Some people will have already said K.L. before Tish'a b'Av — either on the previous Thursday night, the first opportunity according to those who say K.L. after 3 full days have passed from the Molad, or on Motza'ei Shabbat, according to those who either favor or insist on Motza"Sh, or on Monday night, according to those who wait for 7 days after the Molad.

Many people have the minhag of waiting until after Tish'a b'Av to say K.L. Some do it right after Maariv. Others will break their fast first and then say K.L. Some wait until after the 10th of Av, since the night forllowing Tish'a b'Av still has the halachic status of the Nine Days. This year, after the 10th is Friday night, so those who wait will say K.L. on Motza'ei Shabbat Nachamu. Not a bad time, if you don't say K.L. during the Nine Days. The mood is right.

Last opportunity this month for K.L. is Monday night, August 14th. This is so because 14 days, 18 hours, 22 minutes after the Molad (which is the Nigud) occurs on Tuesday morning.
