The Molad of Adar Sheni was Leil Yom Sheni 20h 8m 15p. That was last Sunday night, March 5th at 7:48pm Israel Standard Time. Three full days (72 hours) later is the first opportunity to say Kiddush L'vana, according to Minhag Yerushalayim, the opinion of the Vilna Gaon. That brings us to 7:48 on Wednesday night. Only problem is that the moon will have set by that time. So the actual first opportunity will be Thursday night, March 9th. That's here in Israel. In Oswego, New York, for example, the Molad was 12:48pm (that was the same moment in time as the Molad here - and everywhere on Earth - but expressed in local time), midday on Sunday. 3 days later is Wednesday afternoon. So Jews in Oswego (and elsewhere in the States and Canada) will be able to say K.L. on Wednesday night right after dark. Most people will wait until Motza'ei Shabbat for K.L. According to some opinions, K.L. may be said only on a Motza"Sh. Those who hold that K.L. can be said only after 7 days from the Molad can say it starting on Sunday night, March 12.
