Only Ki Tetze (with 74) has more. And only K'doshim and Ki Teitzei are more "Mitzva- dense" than Emor. Emor averages more than one mitzva every two p'sukim. Emor has almost five times as many mitzvot than average for the Torah.

From another angle, the many mitzvot in Emor can be grouped into relatively few categories. This is in contrast with the mitzvot of K'doshim which range over many different topics. In a certain respect, Emor's mitzvot are very "tidy".
