B'SHALACH contains a single mitzva of the 613, the prohibition of leaving one's Shabbat boundary on Shabbat. Here's an example of different counting. Although Rambam and the Chinuch each count T'CUM SHABBAT as the lone mitzva in B'shalach, Ramban does not. According to his opinion, T'CHUM is a Rabbinic prohibition, and no mitzvot come from Parshat B'shalach.
