Last week's TT was dated the 4th of Av and this one is dated the 11th of Menachem Av. This reflects one of the customs as to what to call this month, and when. There are other customs.

KIDDUSH L'VANA...

According to the practice of saying K.L. after 72 hours following the molad, the first opportunity this month was last Motzaei Shabbat Chazon, July 17th. Many (some) people said K.L. last Motza"Sh.

It is, however, a widespread custom to wait until after Tish'a b'Av to say K.L. If one follows this minhag, then K.L. should be said after one has broken the fast (if possible). Some wait until after the 10th, which will mean Motza'ei Shabbat Nachamu.

The other month that this happens with is Tishrei. The "Olam" (the Jewish World; most Jews) says K.L. right after Yom Kippur. It is a combination of the Motza'ei Shabbat-like atmosphere and the desire to do mitzvot right after Yom Kippur that explain this practice. Yet those who follow Minhag Yerushalayim will say K.L.shortly after Rosh HaShana, consistent with taking the first opportunity.
