The Molad of Kislev was Thursday morning, November 19th, at 8h 23m 17p. That is 8:03am Israel Standard Time. The time in this form should be adjusted for your locality.

Minhag Yerushalayim is to say Kiddush L'vana no earlier than 72 hours after the Molad. That would be Sunday morning, so the first (and best opportunity for K.L. will be this Sunday night, November 22. Seven-day people will tryfor K.L. next Thursday night, Nov. 26th, and Motza'ei Shabbat only people will wait for next Motza"Sh,November 28th. That will be the eve of the 10th of Kislev, leaving a decent safety margin in case of clouds.
