The Molad of Adar was Monday night, FEB 15, 10:15. By now, we have all had the opportunity to say Kiddush L'vana, according to all opinions. The question is if we have taken the opportunity. Last Motza'ei Shabbat, it was cloudy after Maariv in many places in Eretz Yisrael. And although it would have been possible to sayK.L. according to the 3-day rule of the GR"A, it was too early according to the other opinions, cloudy skies or not.

This Motza'ei Shabbat will be a popular night for K.L. - weather permitting. But it will be the night of the 12th of Adar, and one should not wait until then to say it, if the opportunity presents itselfearlier. It would be preferable to say K.L. by yourself on Thursday night, than to say it in a multitude on Motza'ei Shabbat. (Not everyone agrees with this - some opinions require Motza'ei Shabbat. But it is good advice, especially in the winter-time.

Last opportunity for K.L. is 14d 18h 22m after the Molad. That comes to Tuesday, March 2, 4:37pm. That means that K.L. can be said all Megila night (of regular Purim). Shulchan Aruch actually discusses interrupting Megila reading to say K.L., but that shouldn't be necessary.
