Earliest time for Kiddush L'vana is 72
hrs after the Molad, in local time. Others say 7 full days. Others say one should say K.L.
on Motza'ei Shabbat. This month, the Molad was on Tuesday evening at 7:19pm. 3 days later
is Friday night. We don't say K.L. on Shabbat or Yom Tov unless it is
the last opportunity for that month. Therefore, first (and best) opportunity for K.L. this
month is Motza'ei Shabbat Parshat No'ach, October 24th. Seven-day people wait until next
Tuesday after 19:19. I've said it often before; I'll say it again (and again): K.L. is a
special mitzva, a special bracha. It is considered as receiving the Divine Presence.
That's why it's said standing, outdoors (there are other reasons for that), when
properly dressed and perfumed. That is why you should be meticulous about saying it.
