The Molad of Tishrei occurred on Monday, SEP 21 (first day of Rosh HaShana), 6:35am. That
means that the earliest time for Kiddush L'vana was 72 hours later, which would make it
Thursday morning, which means Thursday
night when the Moon was out. Although it is Minhag Yerushalayim to take the earliest
opportunity to say K.L. - even for Tishrei, most people will have waited for Motza'ei Yom
Kippur. Tradition. Deadline for K.L. is midway between the Moladot of Tishrei and
Cheshvan, which is 12:57am on Monday, October 6th. Until that time, even though it's the
16th of Tishrei, K.L. can still be said.
