Many people refer to this month as AV for the first 9½ days and then switch to calling it MENACHEM AV from mid-day of the 10th. Others do the opposite. Still others call the month MENACHEM AV throughout. Whichever custom you follow, the idea behind it is the same. The prophecies of the Redemption confort us during thissad month with such a long history. The tunnel is so dark and long... but we can see a light at its end. That is the Nechama. The Molad of (Menachem) AV occurred this past Tuesdat afteroon. Three days later is Friday. Friday night would be first opportunity for Kiddush Levana, if it were not for the fact that we don't say K.L. on Friday night (unless it's the last opportunity.So, according to the 72-hour-after-the-Molad people, K.L. should besaid this Motza'ei Shabbat, Parshat D'varim. It is a widespread custom to wait until after Tish'a b'Av to say K.L. If one follows this minhag, then K.L. should be said after one has broken the fast. Some wait until after the 10th.
