The Molad of Tammuz was early Monday morning, 32 minutes and 6 chalakim after 1. [In Rambam talk, that's Yom Sheni, 7h 582p.] That was approx. 2:11am on Monday, June 14th, Israel Summer Time (which is 7:11pm on Sunday, June 13th, Eastern Daylight Time - mentioned here to make a point, soon).

Earliest Kidush L'vana in Jerusalem (according to the 3-day after Molad opinion) is Thursday night, June 17th. In New York, for example, K.L. could be said on Wednesday night. (This discrepancy shows up every so often - but not always. It also means, this month, that we'll have a couple of hours at the beginning of Mondaynight, June 28th, to still say K.L. - but don't wait that long to say it - and in the States, Sunday night will be the last opportunity.)

I repeat: The Molad as announced in shul is the same all over the world. No adjustment for location or for daylight savings time. That time though, converts to clock time with adjustments, as indicated in the above examples.

Motza"Sh people say K.L. this Motza"Sh. Those who wait at least 7 days from the Molad, start K.L. Monday night, June 21.
