The Molad of Shvat was Sunday morning, January 17th. First opportunity for Kiddush L'vana this month was Wednesday night, January 20th, the eve of 4 Shvat (for those who follow the opinion that K.L. can be said from 72 hours after the "announced" Molad). 7-day people had this past Sunday night as their first opportunity, and Motza'ei Shabbt people had a cloudy time of it after shul this past Motza'ei Shabbat. There have been some perfectly clear opportunities for K.L. this month, but many people don't say it unless there is good visibility when they come out of shul on Motza"Sh. Except for Motza'ei Shabbat, when shuls "take care of" K.L., most people are on their own to remember to say it. Deadline for K.L. is 14d 18h 22m after the Molad. This works out to 3:53am in the wee hours of TU B'Shvat morning. That means that this Motza'ei Shabbat Shira is good (if you haven't said K.L. yet), but try for earlier if possible.
