A restaurant lets you eat the food there or to take it out. If you notice that the portions for take-out tend to be a bit larger than the ones eaten on the counters, because the containers are a bit larger, is it OK to say you want it to take out, and then take the container and eat it at the counter?

The smaller portions are given to those who are eating in the restaurant, because there is a service charge for using the table and chairs, facilities etc. So if a person is eating out, the restaurant can give a little extra food, because it's the same total value.
