A. The haftara for Parshat Sh'kalim pre-empts the haftara for Machar Chodesh which would have pre-empted the regular haftara of Mishpatim. It (the haftara of Sh'kalim) supplements the other preempter, which is the Maftir of Sh'kalim which pre-empts the rereading of the last few p'sukim of the sedra for the Maftir.
