Permitted on Shabbat because something is forbidden on Shabbat; forbidden on Yom Tov because something is permitted on Yom Tov.

What is it and what's the connection to Bo?

A. Inviting a non-Jew to a Shabbat meal is permitted because cooking on Shabbat is forbidden.
Inviting a non-Jew to a meal on Yom Tov is forbidden because cooking is permitted (and one might cook extra specifically for the non-Jew, which is not allowed)
Permission to cook on Yom Tov comes from Parshat Bo (Shemot 12:16)
