Action Alert
The United Nations Security Council’s deadline for the Government
of Sudan to rein in the Janjaweed Arab militias and protect its
civilian population has passed. The Security Council heard a
report on September 2 from Secretary-General Kofi Annan’s special
representative for Sudan on the situation in Darfur, which was
mandated by Security Council Resolution 1556. In that resolution,
which was adopted on July 30, the Khartoum government was given 30
days to disarm the Janjaweed militias, apprehend and bring to
justice Janjaweed leaders and their associates who have carried
out indiscriminate attacks on civilians, rapes, and forced
displacements, and facilitate international humanitarian relief.
Failure to take such action, according to Resolution 1556, might
trigger responses under Article 41 of the UN Charter. This
includes unspecified economic penalties and the severing of
diplomatic relations.
At the September 2 meeting of the Security Council,
Secretary-General Annan indicated that, while the Sudanese
government has taken a number of positive steps, "some of the core
commitments" have not been achieved, and he called for expansion
of international presence in Darfur.
Action
The Security Council is scheduled to meet this Thursday, September
9 to consider its next steps. It is urgent that your voice be
heard. Please contact Secretary-General Annan, President Bush,
and/or Ambassador Danforth and encourage them to urge that
immediate and vigorous measures be taken by the Security Council
to stop the killing, the rape, and the destruction of villages,
and to assure that humanitarian relief reaches all those in need.
